Xi sends congratulatory message to 9th CELAC summit

BEIJING, April 10 (Xinhua) -- Chinese President Xi Jinping sent a congratulatory message to the 9th summit of the Community of Latin American and Caribbean States, which opened Wednesday in Tegucigalpa, the capital of Honduras.
